On the 16th of February an updated version of the guidance for GGSS was published by Ofgem, providing amended instructions and details to their initial edition posted in late 2021.
The GGSS aims to support the establishment of new anaerobic digestion (AD) biomethane plants to increase the proportion of green gas in the gas grid, and the guidance outlines its administration through Ofgem. This guidance is addressed to biomethane producers wishing to apply to the scheme, tariff guarantee holders, and scheme participants but associated industries and organisations, consumer groups and the public sector may also be interested in this document.
The guidance outlines the boundaries within which the GGSS is set up as well as providing tools to get started and accomplish the best possible exercise of this scheme. It offers detailed information on the application process, data required, support and tariff rates and compliance requirements to qualify as eligible for the scheme.
How does the GGSS ties into previous Non-Domestic Renewable Heat Incentive (NDRHI) measures?
Initially as part of the NDRHI, the Fuel and Measurement Sampling (FMS) regime, described as ‘the agreement between applicants to the GGSS and Ofgem for the establishment of suitable procedures for the measurement and sampling of their feedstocks’, was implemented thanks to the FMS questionnaire (FMSQ) published in October 2015.
The FMSQ gathers essential information evaluating the infrastructure, looking at feedstock type, measurement tools and methods. Section D focuses particularly on Biogas and the quantification of its production from each consignment of feedstock. The FMSQ, while applicable to different types of Biogas and Biomass producers, it really ties into the GGSS thanks to its assessment of Biogas and more importantly Biomethane measurements.
